Occupational Barometer: Increase in labour shortages has slowed down

Employment Situation in Finland 2022

Twice a year, the Employment and Economic Development Offices (TE offices; in Finnish, Työ- ja elinkeinotoimisto) make an estimation of the supply and demand ratios for about 200 key occupations in the near future. According to the Occupational Barometer (estimation is made during September and October 2022), the increase in labour shortages has levelled off. A slight decrease in number of shortage occupations was shown from spring 2022.

It is expected that there will be a high magnitude shortage of skilled labor in the health and social services sector in the near future. The most difficult situation is in the recruitment of practical nurses, registered nurses, senior specialists in social work, teachers in early childhood education and care, special needs teachers, speech therapists, general practitioners, home care assistants, psychologists and dentists. In addition, there has been renewed difficulty in finding restaurant and catering workers.

    It has been identified 56 shortage occupations out of 200 key occupations, of which:
  • in health and social services - 17 occupations;
  • in the construction sector - 12 occupations;
  • in industry - 8 occupations.

Based on autumn 2022 Barometer, 29 are surplus occupations out of 200 key occupations. The number of surplus occupations has not changed significantly in recent years. There is a labour surplus of high magnitude in creative and cultural occupations.
